IMPLEMENTING THE UKRAINE–EUROPEAN UNION ASSOCIATION AGREEMENT: FIRST LESSONS, CONSEQUENCES, USE PRACTICES

The report, presented by Ukrainian experts, is an attempt to thoroughly and detailed analyze the Association Agreement between Ukraine and the EU (UA) as an innovative legal instrument and international law phenomenon that will affect all significant regulatory issues in Ukraine.

The authors highlighted the main points of the implementation of the UA as the largest international legal document in the history of Ukraine and the complex implications of the entry into force of the UA on January 1, 2016, through the mechanism of temporary application in the field of economy and trade.

According to the authors of the report, in economic terms, as of April 2016, we can observe certain initial economic results of the application of the provisions of the UA.

First, there is a gradual reorientation of trade flows to the EU. In 2015, trade in goods and services with the EU amounted to 37% of the total trade, which is the highest indicator in the history of observation. In the first quarter of 2016 this indicator continued to grow.

Secondly, despite the overall decline in exports to the EU, due to the difficult economic situation in the country and the drop in world prices for raw materials, the export of goods has grown at a very fast pace. In particular, the export of animal products has considerably increased, due to the successful completion of the process of obtaining a permit for the export of these products to the EU market, as well as the introduction of duty-free tariff quotas for some of these products.
